Cecilia Choy has played a pivotal role in transforming ICE Mortgage Technology into an end-to-end mortgage technology ecosystem that delivers unprecedented efficiencies across the housing finance continuum. As Chief Operating Officer, Choy’s steadying hand has led the operational integration of Black Knight into ICE Mortgage Technology — a process involving hundreds of products and thousands of employees. Her success today is built on her leadership during ICE Mortgage Technology’s acquisition of Ellie Mae in 2019, then as CFO.

When Intercontinental Exchange (ICE) finalized its acquisition of Black Knight in September 2023, Choy was charged with bringing together hundreds of products and thousands of employees to unify the two mature organizations under a single banner. Choy rolled up her sleeves and began breaking down complex operational silos to stitch together a cohesive ICE Mortgage Technology that moves in lockstep for its customers.

Much of Choy’s ability to combine disparate systems, teams and company cultures hails from the perspective she gained as CFO of ICE Mortgage Technology during its acquisition of Ellie Mae in 2020. At the time, she developed a deep knowledge of the inner workings of ICE Mortgage Technology’s departments and learned crucial best-practices on how to marry business units, create efficiencies and optimize operations, which have helped her unlock the best in the organization.

Choy’s ability to see the big picture while pausing to understand individual concerns makes her a strong leader at a company that has successfully brought together the core elements of the housing finance ecosystem under one roof. She excels at building consensus among team members and leads by making employees feel heard and valued.
